Roadmap
Texas first. Then any state.
Mosaic is being made fully working for one Texas county. After that, the state becomes a choice made when a county is set up, and Tennessee is built as the second choice. There is one codebase; each state is a baseline of code lists, statutes, fees, retention, rules, forms, reports and connections to state systems that a county picks and then tunes.

Texas, fully working
A Texas county could run its courts, jail, probation, pre-trial, jury, prosecutor and public access on Mosaic, set up from the Texas judicial technology standards (JCIT v11.0) and the Texas retention and fee schedules.
Access portal
A separate application for everyone outside the county's staff: public records, jurors, providers and people on supervision. It takes over today's public pages.
Pelta, the public defender
The defense ethical wall comes first; nothing else in Pelta is built before it.
The Texas criminal workflow
Mosaic follows the Texas criminal case map step by step. Highest leverage first: bail and release per charge, add-on charges, the statutory clocks, and handing sentences to probation, jail, prison and the state.
Manuals and depth
Developer, user and admin manuals, plus deeper jail, probation, bench, civil, family and probate features.
State systems
eFileTexas for e-filing, Re:SearchTX for document access, OCA reporting, and DPS criminal history. Each moves from a stand-in to a live connection.
Before real data
Nothing real touches Mosaic until the partner connections are walled off, the AI keeps no data, hosting meets CJIS requirements, both applications pass a penetration test, and production is set up.
Juvenile
Juvenile court, probation and detention come after the adult system is live. Requirements first, grounded in the Texas Family Code and TJJD standards; juvenile records stay out of every public view.
Done when every approved adult requirement is built and validated, the gates are cleared, and the demo county runs end to end in production.
Phase 2 · Overlaps Phase 1
State as a setup choice
Choosing "Texas" or "Tennessee" is a step in setting up a county, and everything state-specific comes from that choice. Texas rules written during Phase 1 already go into the baseline, so this is extraction, not a rewrite.
Move Texas rules out of code
Jury qualification, bond timing, supervision rules, statutory deadlines, charging and confidentiality become rules that read the county's baseline.
A baseline package
A versioned pack that loads a state's code lists, statutes, fees, retention, rules, templates, reports and reference material.
County setup wizard
Pick a baseline, load it, then tune it: remove unused codes, adjust local fees, add local rules.
Baseline upgrades
When a state changes its standards, a county moves to the new version with a reviewed diff and keeps its local tuning.
Done when a new county set up from the Texas baseline behaves exactly as today's demo county, with no Texas values left in code.
Phase 3 · Planned
Tennessee
A Tennessee county can be set up by choosing "Tennessee." Tennessee differs in structure, not just code lists. These are starting notes, to be confirmed in a research pass.
Courts
General Sessions, Circuit, Criminal, Chancery, Probate, Juvenile and Municipal courts, with migration from the state-provided system many counties use today.
State partners
TBI for criminal history and TIBRS for incident reporting in place of Texas DPS; reporting to the Tennessee AOC.
Supervision and law
Felony probation is largely state-run, misdemeanor probation county or private. Offenses, bail, expunction and deadlines come from the Tennessee Code.
Work: gather the sources, compare them against the requirements, build the Tennessee baseline and its state connections, then run a Tennessee demo county end to end.

Next states
Each new state costs a research pass, a comparison, a baseline and its state connections, not changes to the modules.
eFiling portal
A filing portal in the access portal where attorneys, self-represented filers and agencies prepare, pay for, submit and track filings and serve the other parties.
Not for Texas: eFileTexas is the state's mandated e-filing system, so Texas filers already have one. It turns on for a state without a statewide system; Tennessee is the likely first.
